He appealed for nations to close a $100 million budget gap, noting that the organization faces severe cash shortfalls and widespread obstacles in occupied Palestinian territory. Guterres pushed back against what he described as ongoing attempts to weaken the agency through false narratives, reputational attacks, legal moves, limits on operations, and diplomatic hurdles. These pressures, he said, endanger millions of Palestinians and UNRWA staff—390 of whom have been killed in Gaza since October 2023. The agency’s funding plunged after the U.S. and Sweden cut contributions following Israeli allegations of staff involvement in the Hamas-led attack on October 7, though most other donors have resumed support.
