Russian drone strikes hit central Kyiv on Wednesday, wounding 11 and damaging residential buildings and a university where about 160 students took shelter, as Moscow kept up near-constant attacks on the capital for a seventh day. Ukrainian President Volodymyr Zelensky, who has said world leaders have not responded strongly enough, announced changes to Ukraine's warning system after the strikes: alerts will be split into separate missile and drone categories, and curfews will be shortened with more above-ground transport added. The attacks follow threats of more Russian strikes on energy infrastructure and a critical shortage of interceptor missiles; Russian strikes also knocked out power in Odesa and killed two in Dnipro. Kyiv separately asked the International Civil Aviation Organization to discourage use of Russian airspace.
