Ukrainian President Volodymyr Zelensky is urging U.S. President Donald Trump to use a newly enacted law to impose 100% tariffs on countries that buy Russian oil, after Zelensky said overnight Russian strikes injured 14 people and killed two in Zaporizhzhia. The measure, signed by Trump on Sept. 18 and named for the late U.S. lawmaker Lindsey Graham, originally proposed a 500% tariff before being reduced. A recent think tank report said China was the largest buyer of Russian oil in August, followed by India and Turkey. Zelensky also asked European leaders to add sanctions and keep two Russian oligarchs on existing lists, after the EU delisted Mikhail Fridman and Alisher Usmanov when France, Slovakia and Luxembourg pressed for their removal. Estonia and the UK said they would maintain national sanctions on both men.
