Andy Burnham says "hard to do in this Parliament" about funding social care plan
“hard to do in this Parliament”

At Labour’s Liverpool conference, Andy Burnham plans on Tuesday to lay out the broad shape of his proposal for publicly funded social care in England. He said he is willing to make contentious decisions and raise taxes to pay for it, and that no funding source has been excluded. Because Labour’s manifesto bars increases to income tax, VAT and employee national insurance, Burnham said his plans would be constrained before the next general election, expected in 2029, so he would seek voters’ approval then. He also backs cross-party discussions while Baroness Louise Casey conducts a social care review. A Health Foundation estimate places the cost of a service free when used at as much as £18.5 billion annually by 2035/6; Burnham disputed that figure and cited possible NHS savings.
