“Signing that document at this time will do that, and I can sign it later, or any time that I want!”

President Donald Trump on Sunday defended waiving some penalties on Russia, saying he was working toward peace and did not want to alienate Moscow from talks; he indicated the timing of his approval of a related document was flexible. The move came after he announced a plan to bring in Russian diesel and the Treasury permitted those purchases through April, and lawmakers from both parties criticized it because the affected sanctions came from legislation named for Sen. Lindsey Graham. Trump also alleged, in a post, that Ukrainian President Volodymyr Zelenskyy did not want the war to end, after Ukraine reportedly sent more than 1,000 drones toward St. Petersburg. Zelenskyy disputed that and blamed Russia. Overnight, Russian attacks damaged Ukrainian energy facilities, and Zelenskyy said over 500,000 people lost electricity, heating and running water.
