Donald Trump, on first Venezuela oil shipment, says "To the victor belongs the spoils"

President Donald Trump visited Texas on Tuesday for his third campaign trip there that month, aiming to help Republican Senate candidate Ken Paxton against Democrat James Talarico and prevent a possible first Democratic statewide win in 32 years. Near the Port of Corpus Christi, with an oil tanker in view, Trump said the vessel carried the first crude received under an August agreement that gave the U.S. access to part of Venezuela’s reserves after Washington removed that country’s former leader. A White House official told Reuters the oil was headed to refineries owned by ExxonMobil and Citgo. Trump also announced eased methane rules for oil and gas producers in Lubbock. The visit came before the Nov. 3 congressional elections, as fuel costs and control of Congress shaped the campaign.
