President Donald Trump signed an executive order on March 31 directing the U.S. Postal Service to send mail ballots only to voters appearing on a federal list compiled by the Department of Homeland Security. A federal judge struck down the order on July 25, ruling it violated constitutional separation of powers because states administer elections. Despite that ruling, the Postal Service has not withdrawn its related proposal. Colorado Attorney General Phil Weiser, joined by attorneys general from 22 other states and Washington, D.C., sent a letter opposing the plan. Trump, during a White House press conference shortly before signing the order, asserted that fraud involving mail-in ballots is widespread. An analysis by the Brookings Institution found such fraud is extremely rare, occurring only about four times per ten million mailed votes. The dispute centers on whether federal actions to limit mail-in voting are lawful or overreach.
