Washington imposed penalties under the Countering America’s Adversaries Through Sanctions Act after Turkey purchased Russian S-400 missile systems and removed it from the F-35 project. Trump announced he would remove the sanctions during the trip, but when asked about approving F-35 sales, he reportedly stated he had not fully decided. Turkish media also reported Ankara might resell the S‑400s to a Gulf nation to facilitate the deal, though Moscow called the issue extremely sensitive.
