Former federal prosecutor Gene Rossi dismissed the government’s case against ex-Olympic canoeist David Hearn, who pleaded not guilty in D.C. Superior Court to a felony charge of destroying property at the National Mall’s Reflecting Pool. Hearn faces up to ten years in prison if convicted, and his next court appearance is scheduled for August 5.
