The United States already enforces broad sanctions on Iran through executive orders and federal laws overseen by the Treasury Department. The revised legislation, named after Graham who died July 11, has more than 60 bipartisan co-sponsors and was designed to strengthen penalties against Russia. Some legislators had previously raised concerns that the original bill’s sanctions were overly broad and could harm key allies.
