Ukrainian President Volodymyr Zelensky made his first visit to a foreign leader since the new UK Prime Minister took office, meeting Andy Burnham at a Portsmouth naval base on Monday. During the meeting, Burnham announced the UK would transfer the design rights for a new electronic warfare system called "Stone Cloak," a tablet-sized device that prevents Russian radar from detecting drones, allowing Ukraine to manufacture it at scale. Burnham also reiterated the government's commitment to spending 3.5 percent of GDP on defense by 2035 and said he would visit Ukraine soon, though no date was given.
